New Orleans Riverfront Master Plan

The New Orleans Riverfront Master Plan establishes a unified design framework across five key features along the river's edge, balancing high-density pedestrian tourism with climate-adaptive sustainability. Serving as the Urban Designer for the City of New Orleans, I synthesized complex programmatic requirements from multiple public and private stakeholders to integrate green infrastructure directly into the heavy hardscape fabric.

The New Orleans Riverfront Master Plan establishes a unified design framework across five key features along the river's edge, balancing high-density pedestrian tourism with climate-adaptive sustainability. Serving as the Urban Designer for the City of New Orleans, I synthesized complex programmatic requirements from multiple public and private stakeholders to integrate green infrastructure directly into the heavy hardscape fabric.

Environmental: Engineering Climate Resilience

We integrated engineered, deep structural soil cell systems beneath the heavy paving fabric. This subsurface architecture provided the necessary root volume to sustain a continuous, double-row canopy of specialized Creole Queen American Elms and Bosque Elms. As these cultivars mature, they actively bend the site’s climate risk curve downward—achieving up to a 10°F to 15°F reduction in ambient surface temperatures and intercepting 1,500 to 2,000 gallons of stormwater per tree annually to alleviate stress on the municipal drainage network.

Social: Mitigating Public Safety Risk & Enhancing Equity

The plan directly addressed hazardous, uncoordinated boundaries by establishing specialized, uniform stamped concrete "boardwalk" patterns at all railroad line crossings, providing clear visual and tactile safety warnings across active freight and streetcar lines. Furthermore, we eliminated historical spatial barriers by redesigning all major entrance thresholds and circulation ramps to meet strict modern ADA guidelines, ensuring universal connectivity across the entire waterfront.

Governance: Navigating Multi-Agency Regulatory Firewalls

We navigated intense jurisdictional overlap to secure full compliance and 100% approval across 15 distinct regulatory bodies—successfully reconciling strict federal guidelines (such as the U.S. Army Corps of Engineers' levee criteria and the U.S. Coast Guard's navigational glare codes) with local municipal demands. This governance process brought major private and public stakeholders, including the Howard Hughes Corporation, the Audubon Nature Institute, and the Regional Transit Authority (RTA), into a single capital improvement matrix. To guarantee long-term asset compliance, these standards were codified permanently through design control text amendments within the city’s Comprehensive Zoning Ordinance (CZO), mandating resilient materials, minimum 15-foot promenade widths, and specified elm cultivars for all future development.
